Consequently, on August 18, 2024, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Commendation Council, initiated the Emulation Movement "500 days and nights to emulate the completion of 3,000 km of expressways" in Dak Lak province. This is a movement of great practical importance, as it aims to successfully conclude the Resolution of the 13th Congress and welcome the Party Congress at all levels, thereby advancing to the 14th Congress of the Party.
Deputy Prime Minister Tran Hong Ha responded to the emulation movement by requesting that units complete a number of critical tasks. Specifically, provinces and centrally-run cities have expressway projects in progress and material mines to supply projects. The entire political system must be mobilized to participate under the leadership, direction, and management of the Party Committee and authorities at all levels. This will involve promoting the role of the head, propagating and mobilizing, accelerating the progress of site clearance and relocation of technical infrastructure, focusing on investment in the construction of resettlement areas, ensuring that people have new residences that are at least as good as or better than their old ones, coordinating with investors and construction contractors to do a good job of propagating, mobilizing, supporting, creating more jobs and livelihoods for local people, and fostering excitement and a close connection with the people.
It is imperative that localities with material sources, particularly those in the southern region, take a more proactive approach to accelerating the implementation of mine supply procedures, increasing capacity, ensuring exploitation capacity, meeting the construction schedule of projects, and actively supporting localities that are lacking in material supply.
Investors, project management boards, and construction contractors: Uphold a sense of accountability, enhance techniques, mobilize the maximum amount of machinery and vehicles, implement scientific advancements, and organize construction in a rational, continuous manner. This should be completed in three shifts with four crews, and it should be completed during holidays, Tet, and other periods. Simultaneously, enhance the quality of the work, ensure technical, fine arts, environmental sanitation, and labor safety, and establish a clean and visually appealing development space landscape upon the project's completion. Collaborate with localities to address any challenges or obstacles that may arise.
Press and communication agencies continue to effectively disseminate, set an example, and commend individuals for their charitable deeds on the construction site. However, information and communication must be objective, honest, and reflect the situation and results of locality and work implementation. This includes advanced and typical examples, excellent practices, innovations, and effectiveness.
